Geographic Information Systems (GIS) Upgrade Project

RFP-12-37

Details:

 SCOPE OF PROJECT – RFP-12-37,

G.I.S. Upgrade Project

The City of Burlington is seeking a Web based GIS viewing and analysis solution which is fully configured to deliver a suite of web based GIS functionality for all City staff.  We are also looking for a web GIS Notification solution that allows our users to generate a mailing notification using geographically selected properties.  Both solutions will be served via ArcGIS Server 10.0.

The City of Burlington has been using Geographic Information Systems for over 20 years in support of business activities throughout the organization.  Through that time a significant amount of data has been collected, with staff now primarily using the ArcGIS Desktop platform to maintain, to view, and to conduct analysis on that data.  ArcReader is also in use to meet very specific viewing needs.

Casual users have been using a tool developed for the City called the Burlington GIS Centre (BGC) for a number of GIS viewing and analysis functions.  The BGC is written in VBA for use in ArcGIS Desktop, an environment which will be unsupported by ESRI in future releases.   Notification functionality was built into the Burlington GIS Centre as well.

The current GIS environment is based on ESRI’s products, version 9.3, on an Oracle database.  The City is currently upgrading ESRI’s products to version 10.0 with the upgrade having an impact on the BGC.  This upgrade is seen as an opportunity to shift the casual users from the BGC/ ArcGIS Desktop environment to a web based environment for their GIS viewing and analysis activities.

As a result, the City is now looking for web based solutions for our casual users for both GIS viewing/analysis as well as Notification.
