The City of Burlington
(Owner) anticipates requesting Stipulated Price Tenders for the construction of
the Roseland Creek Erosion Control Works from Upstream Glencrest Road to Spruce
Avenue, over 1100 m of channel in Burlington, ON. The Owner intends to pre-qualify up to eight
(8) General Contractors for this project.
All proponents shall be held to have thoroughly
examined all specifications, maps, and all documents issued as part of this
RPQ, and to have visited and
inspected the study area and to have thoroughly familiarized themselves with
all pertinent conditions before delivery of their submission.
ONLY FIRMS THAT HAVE BEEN PRE-QUALIFIED WILL BE INVITED TO SUBMIT A BID.
For the purpose of this Pre-qualification,
General Contractors are referred to as Proponents. Pre-qualification submissions are requested
from interested Proponents. Proponents
responding to this request for pre-qualification shall be able to demonstrate
that they have completed projects of a similar nature and/or scale. All information submitted may be
verified. In the event that it is
determined that any of the information submitted is inaccurate or misleading,
your firm may be disqualified from the pre-qualification process. Incomplete information may limit your firm’s
ability to pre-qualify.
2. PROJECT DESCRIPTION
Roseland Creek, between Glencrest Road and Spruce
Avenue within the City of Burlington has been identified as a site where
mitigation is required to resolve erosion control problems along the bed and
banks of the channel. The City of
Burlington completed a Class EA for the study, and later retained Aquafor Beech
Limited to complete the detailed design.
The design includes over 1,100m of significant channel restoration.
The project has been divided into two phases. The first phase (Phase 1) extends from
upstream Glencrest Road to New Street, and is approximately 600m in
length. The second phase (Phase 2)
extends from New Street to Spruce Avenue.
Figure 1 illustrates the approximate extents of each phase.
All contractors successfully pre-qualified will be
given the chance to submit a bid for works on both phases. The City reserves
the right to tender Phase 1 and Phase 2 separately, or both phases under the
same tender. The City intends on
completing Phase 1 prior to the end of year 2012.
All work within Roseland Creek will be applicable to
the warmwater timing window for in-channel works as defined by Conservation
Halton. This window generally allows for
works to occur from July 1 through to March 31 the following year (9 months).

METHODS
OF PAYMENT:
Payment by credit card is required for documents

picking up the document in person, the

Express. Cheques are to be made payable to The Corporation of the
City of Burlington. Documents will not
be released until payment is received.
The City of Burlington is not responsible for delivery delays via
courier or mail.

No verbal communications shall modify the terms,
conditions, or specifications, unless they are confirmed in writing to all
potential proponents by the City of Burlington Purchasing Services in the form
of an Addendum.
If a Proponent finds omissions or discrepancies in
any of the Proposal documents, unnecessary restrictions in the scope of work,
or should he/she be in doubt as to the meaning of any part of this document,
he/she should notify the Senior Buyer named as the Single Point of Contact, in writing prior to submitting a proposal. An addendum will be issued if it is
determined that a correction, explanation or interpretation is necessary or
desirable.
DISCLOSING BID TAKERS:
Purchasing Services practice is not to disclose the list of bid
takers. There may be some exceptions,
e.g. when the bid call is related to construction. However, the City reserves
the right to disclose or not to disclose this information.
