|Details: ||The Regional Municipality of Wood Buffalo is currently experiencing a high rate of growth and pressure for development. As such, parking remains a very sensitive issue for businesses, residents and Council. Rapid growth in the Municipality has been accommodated by patterns of land development which are largely centered on the automobile, and oil sands industry staff are often provided company vehicles to facilitate their access to industry sites. This practice leads to increased parking demand by having company vehicles parked in subdivisions within the Urban Service Area along with private vehicles. Current minimum parking standards are inflexible within the existing Land Use Bylaws, applied with little consideration to specific geographic, demographic, economic and management conditions. Some of these issues were addressed in a â¿¿Residential Parking Strategyâ¿ published in August 2007, which provided an analysis focused on on-street parking issues in residential areas. However, there is a general perception that the problems analyzed in 2007 have not been properly addressed. In the advent of further economic and population growth, parking management remains an issue of immediate urgency. The purpose of this project is to develop a comprehensive Urban Parking Strategy that can play a vital role in the overall transportation and land development framework and can serve as a means to help realize other community development objectives such as land use efficiency, good urban design and economic vitality. An oversupply of parking can be costly for business, visually unattractive, and may negatively impact urban design and streetscape. Conversely, an undersupply of spaces can compromise access and circulation, and create spillover problems for adjacent uses. It is, therefore, important for the supply of parking to strike a balance that appropriately serves the needs of the community. The purpose of developing an Urban Parking Strategy is to achieve a variety of transportation, land use development, economic, environmental objectives that are stated in the Municipal Development Plan, City Centre Area Redevelopment Plan. Moreover, in the light of transit oriented development principles advanced by the MDP, this Urban Parking Strategy will identify solutions to parking â¿¿related challenges by identifying demographic, land use, economic, and transportation factors that may affect parking demand. Where appropriate it will provide linkage to the Municipalityâ¿¿s public transit, parks and trails systems as well as ensuring that adequate parking solutions exist for ongoing business development.|
