For a 3rd party feasibility study for a full or partial reprocessing solution Surgical Instrument, Hardware and Flexible Endoscopes 

GENERAL: 

Hospital Administrative Services c.o.b. as Plexxus (“Plexxus”) is a not-for-profit corporation created for the purpose of providing services to its 12 hospital members.  Plexxus is issuing this ACAN and will administer the ACAN procedure set forth herein for the benefit and on behalf of Rouge Valley Health System 

Rouge Valley intends to award a Contract to SteriPro Canada to review the existing processes related to cleaning, washing, disinfecting and sterilizing of all surgical instruments, reusable devices, hardware and flexible endoscopes in order to evaluate/identify opportunities for improvement in quality, efficiency and service. The result of this feasibility study may lead to process changes, a strategic alliance or a business case to engage in a purchase of contract management/third party solutions services with the third party. 

REQUIREMENTS / QUALIFICATIONS: 

1.      Facility that meets,

·         Health Canada Regulations and Guidelines

·         Association for the Advancement of Medical Instrumentation (AAMI)

·         Canadian Standards Association (CSA)

·         Canadian Society of Gastroenterology Nurses and Associates (CSGNA)

·         Operating Room Nurses Association of Canada (ORNAC)

·         Central Services Association of Ontario

·         Accreditation Canada

2.      Reprocessing Requirements,

·         Capability to use Steam and Sterrard Sterilization

·         Ability to decontamination, wash assemble, pack and Sterilize

·         Ability to track each instrument and hardware

·         Bar coding of trays

·         Ability to check functionality of instruments and ensure they are properly maintained

·         Ensure an adequate inventory management system is in place to prevent downtime and or delays

3.      Quality Assurance,

• Follow validated sterilization parameters as outlined by the manufactures
• Meet required lubrication for all power equipment following manufactures guidelines

• Traceability and tracking of all instruments and hardware
• Monitor performance of washer, disinfectors and sterilizers
• Provide quality assurance documents for items processed
• Ability to monitor staff operations
• Validation process prior to the release of any reprocessed items
• A quality assurance program including audit verification
• Transportation of sterilized items in closed ,sealed stainless steel carts, carts are traceable for on time delivery
• Staff are qualified and have been fully trained and certified and have on going education and training

4.      Response Time

• Ability to meet timeline requirements for pick up and deliverables

STATEMENT OF CAPABILITIES: 

Suppliers who consider themselves fully qualified to provide the service described herein, may submit a statement of capabilities in writing to the contact identified in this notice on or before 2:30 PM (EST) August 22, 2012. 

The statement of capabilities must clearly demonstrate how the supplier meets the requirements/qualifications and will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Hospital and Plexxus for technical evaluation purposes only and is not to be construed as a competitive solicitation. 

WHAT IS AN ADVANCE CONTACT AWARD NOTICE: 

An ACAN allows hospitals and purchasing organizations to post a notice indicating to the supplier community that it intends to award a contract to a pre-identified supplier. If no other supplier submits on or before the closing date, a statement of capabilities that meet the requirements set out in this ACAN, the competitive requirements of the contracting procedures have been met. 

If other potential suppliers submit statements of capabilities prior to the deadline noted above, and meet the requirements set out in this ACAN, Plexxus on behalf of its applicable member will take the necessary steps to conduct a competitive process for the acquisition of the Equipment set out here in. 

CONTRACT PERIOD: 

The Hospital and Plexxus retain the right to negotiate with suppliers on any procurement.
