The District School Board of Niagara (DSBN) operates 79 Elementary Schools and 20 Secondary Schools in the 12 municipalities that make up the Niagara Region
 
1.    Project Description
 
The DSBN is interested in obtaining bids from qualified Contractors for the purpose of Portable Classroom Re-locations across the Niagara Region, for a one-year period commencing June 1, 2019.  Consideration will be given to extend the agreement, upon the mutual agreement of the DSBN and the successful bidder, for up to two (2) additional one-year periods, fully ending May 31, 2022. 
 
Approval of the further term(s) will depend on the satisfaction of performance by the successful bidder with the DSBN and rate increases (if any).  In the event a rate increase is not acceptable to the DSBN in its absolute discretion, the Board reserves the right to terminate the agreement.  Any increase in rates shall not exceed the annual CPI at time of renewal.
 
 The list of school locations receiving portables has not been confirmed at this time.  The approximate number of re-locations taking place between June and August is a total of 10 units.  This quantity is a “best” estimate only, based on annualized past history.  It is agreed that the quantity is approximate and may be increased or decreased, within reasonable limits, without affecting unit pricing.
 
The DSBN reserves the right to add or delete school locations subject to school openings, closings, or other unforeseen changes that may occur during the contract period.  Any additional re-locates during the year shall become part of this contract and shall be deemed to be subject to the same unit pricing, terms and conditions as the initial summer re-locates.
 
 
2.     Scope of Work
 
        The DSBN is seeking to engage a Contractor to perform Portable Classroom Re-locations as per the requirements listed below.
 

  • Preparation of portable for re-location:  remove existing skirting and porches, determine whether the portable will be split and transported or transported as is.
 
  • Transport portable one way from any location within the District School Board of Niagara to a new site within the District School Board of Niagara, arranging and including all costs for any permits and/or escorts needed.
 
  • Prior to leaving the site with the portable, ensure area under the portable and surrounding is cleaned of all debris and left in safe condition for students that may enter the area after the portable is removed.
 
  • Always remove and recycle pad and block when possible from existing site.
 
  • Place portable in location provided on site per site plan.
 
  • Install portable on new site with pad and block as required.
 
  • Assemble split portable back together on new site per manufactures design intent when required.
 
  • Level portable ensuring all doors and windows are square and functioning.
 
  • Provide and install 4 duck bill anchors at locations as specified in the drawing (6 anchors for a double unit).
 
  • Provide new painted skirting around portable after placement.
 
  • Construct new porches as per the Ontario Building Code and complying with associated AODA requirements.
 
  • Install 2” wide grip strip at front of edge of stair on porch
 
  • Grip strip to made from weatherable plastic suitable for exterior applications
  • Length to be the width of stair less 2” per side maximum
  • Grip strip to be screwed in place using exterior grade decking screws
 
  • Inspect the portable after placement and replace any floor tiles, ceiling tiles and trim as needed.
 
Responsibilities of the DSBN:
 
  • Attempt to minimize distance between schools of portables being re-located.
 
  • Acquire site building permits for the new portable locations.
 
  • Disconnection of the electrical, fire alarm, internet data and security of all portables being re-located.
 
  • Connection of electrical, fire alarm, internet data and security at the new sites.
 
  • Provide clear access to portables being re-located as well as access at the new sites.
 
  • Provide a site plan of the location of each re-located portable.
 
  • Reinstate the grounds at the old sites and the receiving schools and close off access points at both the old and new sites.

10.       Scheduling
 
10.1     The following schedule applies for all summer re-locates:
 
            Start date: June 30, 2019
 
            Completion date: August 26, 2019
