Detail:

The Chief Electoral Officer (“CEO”) is an officer of the Legislative Assembly of Ontario, responsible for administering provincial by-elections, general elections and referenda (“election events”). The CEO and his staff (“Elections Ontario”) manage election events through Returning Officers appointed under the Election Act.

On October 6th, 2011 a minority government was elected in Ontario. In a minority government situation, the date of the next election is not certain. There is a high likelihood that there will be an election held before the fixed date election currently set for October 2015. Accordingly, Elections Ontario must maintain a steady state of election readiness in order to administer an election at any time with little to no notice.

 

The purpose of this RFP is to enter into an agreement with a company or individual that will provide and execute a strategy to engage university and college students on campuses across Ontario for one day during the writ period of the next General Election. Due to the uncertainty of an election date, the company will have to be “election-ready”; and will need to execute the approved campus activities of the proposal on short notice (e.g. less than two weeks).

 

The duration of the contract to be entered into between the CEO and successful Proponent(s) will be 36 months.

 

As this project involves interaction with students, the campus activities would take place during the fall semester (Sept 1 - Dec 15) and spring semester (Jan 15 – May 1). Should an election be called outside of these dates, campus engagement will not be required and Elections Ontario (EO) will not proceed with working with the successful Proponent.

 

EO invites proposals in response to this RFP for an engaging, creative and cost effective solution to meet the requirements described herein.
