The intent of this RFI is to solicit information, determine the level of market interest and promote competition while affording firms the opportunity to provide valuable feedback to the Region in an informal and non-binding setting regarding the viability of a single tool to provision and scramble databases.
The Request for Information (RFI) documents are available for download from the Region’s Bids & Tenders website at http://bids.york.ca. All Respondents must log into their account and register for the RFI before they can download the RFI documents. There is no cost to set up an account in the Region’s Bids and Tenders System. All addenda will be issued on the Bids and Tenders website. The RFI documents will be available on or after 11:00 a.m. on April 12, 2019.

Respondents are advised that, unless otherwise permitted by the Region’s Purchasing Bylaw, no bid shall be accepted from, nor shall any contract be awarded to, any Respondent with whom the Region is engaged in unresolved litigation.
The Region will ONLY accept ELECTRONIC SUBMISSIONS submitted through the Region’s Bids and Tenders website for this RFI. HARD COPY BID SUBMISSIONS WILL NOT BE ACCEPTED. Submissions must be submitted and received by the Region not later than 1:00:00 p.m., Eastern Time as established by the Research Council of Canada.
The closing date and time shall be determined by the Region’s Bids and Tenders website clock. The receipt of Submissions can be delayed due to factors such as “internet traffic”, file transfer size, transmission speed, etc. The Region therefore recommends that Respondent allow sufficient time to upload their Submission, including any attachments.
A Submission will only be considered to have been submitted once it has been received by the Region in its Bids and Tenders website, regardless of when the Submission was submitted by the Respondent.
Respondent will receive a confirmation e-mail from the Region’s Bid and Tenders website once they have successfully submitted their Submission. Respondents should not consider their Submission to have been submitted until they have received the confirmation e-mail.
Participation by vendors in this RFI process is strictly voluntary and is neither a pre-requisite nor a pre-qualification requirement necessary for participation in any future opportunities related to the procurement of the goods, services, or construction contemplated. Information provided by any vendor as part of this RFI shall not be construed in any way as part of a competitive solicitation.
