Sealed tenders will be received by the Director, Legislative Services – Regional Clerk or their Designate, at 605 Rossland Road East, Main Level, Whitby, Ontario, L1N 6A3, until 2:00 p.m. local time.
Only the following bidders who prequalified under Region of Durham Request for Prequalification RFPQ-1017-2017 shall be considered for contract award:
  • Graham Construction & Engineering LLP
  • Kenaidan Contracting Ltd.
  • Maple Reinders Constructors Ltd.
  • North America Construction (1993) Ltd.
  • Peak Engineering and Construction Ltd.
  • Romag Contracting Ltd.

Scope of Work

The following is a partial list of the work to be completed under Contract D2017-017:
  • Refurbishment of existing Digester #1 including a new hydraulic mixing system
  • Conversion of existing Digester #2 into a biosolids storage tank, including removal of internal concrete columns and provision of decanting lines
  • Construction of a new biosolids thickening facility, consisting of two (2) glass-lined, bolted steel biosolids thickening tanks complete with supernatant decanting systems and a pump room
  • Construction of a new administrative building
  • Installation of pre-purchased steel covers for Digester #1 and the biosolids storage tank
  • Installation of pre-purchased blowers, boiler and sludge heat exchanger
  • Installation of pre-purchased clarifier sludge and scum collection equipment

Mandatory site visit

A Mandatory Site Visit for prequalified bidders will be held on Thursday, August 10, 2017, at 9:00 a.m.  The site visit will begin at the Region of Durham headquarters in Room LL-C, Lower Level, 605 Rossland Road East, Whitby, and then proceed to the job site at 785 Colonel Sam Drive, Oshawa.  Any bids received from prequalified bidders who did not attend the Mandatory Site Visit and complete/sign the attendance sheet at both locations will be rejected.  Potential subcontractors and/or suppliers are also welcome to attend this meeting.
Bidders shall note that Test Holes will be dug during this site visit.  A report of the observations of these Test Holes will be prepared by the Region’s Materials Testing Section.  This report will be provided to all registered plan takers in an addendum and will complement the geotechnical information provided in the Tender Documents.  Contractors’ representatives are required to wear approved hard hats and safety boots during the site visit.

Notifications to plan takers

Addenda notification will be sent by email to all plan takers who are registered for this bid opportunity on the Region’s website. Failure to register as a plan taker may result in disqualification, if your tender does not acknowledge and fully comply with all addenda. The bidder is solely responsible for ensuring receipt of all addenda posted on the Region's website, and that they have been taken into account in the formation of their bid.
