Sealed Applications addressed to the Procurement Manager, City of Hamilton, Procurement Section, 120 King Street West, 9th Floor, Hamilton, ON, L8P 4V2 will be received at only the Procurement Section by the date and time stated above.
Only design proposals received from prequalified Applicants as a result of this Request for Prequalifications will be considered for this Project.  Any design proposal received from any other party, will be considered irregular and void.

This is a Request for Prequalification for Consulting Services for the Pier 8 Waterfront Promenade Park.  Successful Applicants of this RFPQ will be invited to submit to a limited design competition request for proposal to determine the successful proponent to complete the detailed design and implementation of their successful design proposal.
This RFPQ will evaluate the consultant design team which shall be led by a qualified Landscape Architecture consulting firm and the Principal and designated Project Leader that are full member(s) of the Ontario Association of Landscape Architects (OALA) with seal.  The Landscape Architect shall be the prime consultant and shall lead the Applicant’s consultant team, with the requisite qualifications, experience, and understanding of the complexities of the Pier 8 Waterfront Promenade Park site, to successfully complete a preliminary design as part of a limited design competition and to implement that design within the allowable construction budget (upset limit).  The design and implementation of the park shall be coordinated by Waterfront Development, Landscape Architectural Services, and Parks & Cemeteries, as key City stakeholders. The prime consultant (Landscape Architect) and sub-consultant/in-house disciplines (Architect, Civil, Electrical, Mechanical, Structural, Cost Surveyor, other) shall coordinate and collaborate with the Shorewall Reconstruction Consultant, and other consultants retained by the City for the design development and detailed design of the park amenities related to the buildings, grading, lighting, drainage and site servicing.
Up to six (6) successful Applicants will be pre-qualified to and invited to submit a proposal for the limited design competition request for proposals that shall be issued to develop a preliminary design and to implement that design within the allowable construction budget (upset limit) for the park. The up to six (6) prequalified Applicants invited to the limited design competition request for proposals phase that submit a complete and compliant design proposal shall receive a $30,000 stipend at the end of the design competition process. Pre-qualified Applicants that submit a proposal for the limited design competition shall be subject to public consultation through both an in-person presentation to the public as well as and on-line. The successful proponent from the subsequent limited design competition request for proposals phase shall be determined by an adjudication team of sector experts advised by City staff.
The successful proponent of the subsequent limited design competition request for proposals shall undertake the detailed design and implementation of their successful design proposal as generally outlined in the scope of work described in this RFPQ.
The park site is a 30 meter wide 1.41ha area of public space along the north and east edges of Pier 8 at the foot of Catharine Street North.  In addition to being one the Hamilton’s most important waterfront public spaces it will serve as the prime public outdoor space for the planned Pier 8 community with an estimated population of over 2000 residents.
Design of the Pier 8 Waterfront Promenade Park shall follow these general guidelines respecting the character of the design:

  • It shall contain a series of active and passive program areas. These areas can include tables, informal seating areas, open spaces casual and programmed uses, a sand beach, playgrounds, etc.
  • It shall celebrate the city’s heritage and the area’s marine heritage.  It is recommended that the existing shoreline conditions on Pier 8 be maintained with the ability to moor large boats along the entire edge of the park.
  • Larger informal gathering spaces shall be located in the view terminus locations           to maintain the views to the Harbour and to enhance wayfinding capabilities to park activities.
  • It shall vary in landscape character from formal to informal to attract a variety of users. Formal areas should have benches, tables, shade shelters, etc. Informal areas should be open areas with large hard surfaces that can be programmed with flexible seating or booked for exercise classes or events.
  • A continuous 6 metre wide multi-use trail shall be included within the linear waterfront park.
  • Secure bike parking shall be located along the length of the trail. Activity areas should have additional bike parking areas to accommodate users.
Construction Cost
The upset budget for the construction of the park is $6,490,000 excluding HST
This amount excludes consultant fees.  This amount includes all required construction permit and approval fees and a construction contingency of 10%; including any insurance requirements, bid security requirements, bonding requirements, that may be required and the City’s agreement with the Carpenter’s Union.
Fixed Price Consulting Fee
The total fixed price consulting fee for this project is $600,000.00 excluding HST.  This includes all work of the prime consultant and the sub-consultants to develop, design, tender and construct the successful proponent’s design concept.
