Statement of Requirements:
Queen’s University is seeking proposals from qualified Proponents to provide backflow preventer installations at eleven (11) buildings throughout the Queen’s University campus. A scope of services is provided below.
Installation work is expected to begin upon successful selection of bidder and issuance of purchase order. Shutdowns and tie-ins shall be kept to a minimum, and will be require coordination with Queen’s for timely shutdown of water supply for each building. The anticipated water supply shut down duration for each building is to be no more than 4 hrs.
The work includes providing all devices, valves, unions, material and labour for installation and testing of eleven (11) backflow prevention devices on incoming domestic water service piping at various buildings. Each backflow preventer installation is to conform to standard CSA B64.10.
Contractors will also be required to engage a Mechanical Engineer to provide the following:
  1. Preparation of stamped Engineering design drawings and specifications
  2. Preparation of documents in support of applications for plumbing permits from the City of Kingston.
  3. Submission of stamped Engineering design drawings and specifications for review and approval by Queen’s University.
  4. Review of an application for Substantial Performance of the Work noting defects and deficiencies observed in the work.
  5. Review of the correction of defects and deficiencies observed in the work when completed.
  6. Submit as-built drawings in AutoCAD and PDF.
  7. Attend two meetings: design kick-off and detailed design review.
  8. Conduct two inspection site visits of all buildings.
  9. Mechanical Engineer is to provide to Queen’s, proof of Professional Liability Insurance (Errors and Omission)        in the amount of $1,000,000 per claim
The contractor will be required to obtain and pay for a plumbing permit from the City of Kingston for all new devices, as well as arrange for inspection and closing of permits. Backflow test reports are to be circulated to Utilities Kingston Water Quality Assurance Office, Cross Connection Control. All documentation is to be copied to Queen’s University.
Contractor is to provide one (1) year workmanship and materials warranty at no extra cost.
Work will not be considered substantially complete until Queen’s University reviews and approves in writing the installation, and the Engineer’s completion report.
The list below identifies the locations where backflow prevention devices are required under the scope of this project.

Material specifications for each installation are to be as follows:

Note: domestic water supply piping specifications can be found on page 52.
  1. Acceptable manufacturers are Watts, Zurn, and Armstrong.
  2. For thermal expansion tanks, Amtrol is the preferred manufacturer.
  3. For each building installation include:
    1. Two 100% capacity backflow preventers in parallel. Design and install the system such that there is equal flow through both BFPs.
    2. 0 to 100 psi pressure gauge with an isolation valve.
    3. Isolation valves as required.
    4. One strainer with an isolate valve on the discharge side that can be connected to a hose.
Start Date: Upon awarding of tender and after issuance of Purchase Order
Completion Date: April 30, 2018
Timing for water supply shutdowns to buildings will required coordination with Queen’s to determine the least impact to occupants.
