Proposals shall be submitted on or before the Submission Deadline at 1 Yonge Street, Suite 1404, Toronto, Ontario, M5E 1E5, Canada.  Late submissions will not be considered.  Proposals must be in English.

This procurement may be subject to Chapter 5 of the Canada Free Trade Agreement (“CFTA”) and
Chapter 19 of the Comprehensive Economic Trade Agreement (“CETA”).

The LCBO expects all suppliers to adhere to the LCBO’s Supplier Code of Business Conduct, which is available on the LCBO’s website under “Doing Business with the LCBO”. The Supplier Code sets out principles applicable to all suppliers (including both suppliers of beverage alcohol products and suppliers of non-alcohol goods or services) that wish to establish and maintain a business relationship with the LCBO.

Brief Description of the Procurement:

  • The intent of this RFP is to select a successful respondent with a minimum of 5 years’ experience in catering and food business. The respondent will be responsible for supplying and paying for all labour, materials, food products, supplies, repairs and maintenance of their equipment and services required for the operation and management of the cafeteria facilities, and the provision of services as further described in this RFP, except as otherwise provided herein. Description of the goods or services being procured;
Term of Contract:    The LCBO intends to enter into an agreement substantially upon the terms and conditions in Appendix C – “Terms and Conditions” with only one (1) legal entity. The term of the agreement is to be for an initial period of three (3) years. It is anticipated that the Agreement will be executed on or around August 1st 2019.

The LCBO will be moving to a new location at 100 Queens Quay, Toronto (across the street from our current location) in the fall of 2021. During the transition, we are likely going to have to operate two (2) cafeteria locations at the same time and the successful respondent will be required to run both. It isn’t clear whether or not the LCBO will be operating the cafeteria in the new head office facility; two (2) scenarios have been listed below:

Scenario A
: LCBO decides to run the cafeteria at the new location; the successful respondent will service  LCBO during the transition and at the new location.

Scenario B
: LCBO decides not to have a cafeteria in the new facility, then the contract will terminate when the LCBO vacates 55 Lakeshore on or about November 2021.
The LCBO reserves the right to renew the contract awarded under this RFP for up to one (1) additional one (1) year term at its sole discretion, upon sixty (60) days prior written notice to the successful respondent. The LCBO reserves the right to cancel such contract for convenience upon thirty days (30) prior written notice to the successful respondent.
